Position Title:             Parks and Recreation Director

Department:               Administration

Reports To:                City Manager and Parks and Recreation Board

General Nature of Work:

Established through section 7.04 of the City of Canal Fulton Charter, this is a responsible administrative and supervisory position for planning, directing,
and coordinating programs, special projects, personnel, and the resources of the
City of Canal Fulton Parks and Recreation Department, including the St Helena III Canal Boat and Canalway Center.  And, also for the City of Canal Fulton in assisting the Olde Canal Days Committee.

Essential Functions – Examples of Duties:

  • Attends monthly Canal Fulton Parks and Recreation Board meetings.
  • Serves as liaison between the Parks and Recreation Board and City administration.
  • Responsible for establishing policies and procedures for the supervision
    and operation of Canal Fulton Parks and Recreation, Canalway Center and the St. Helena III Canal Boat.
  • Provides customer service for canalway center, special events and programs.
  • Plans, schedules, directs and performs programs and activities of the
    Canalway Center, Canal Boat and City Recreation programs in accordance with professional standards and within City policy.
  • Schedules all park reservations including use of pavilions, gazebos and ball fields.
  • Schedules and provides support for fields trips, senior groups and bus charters.
  • Represents and serves as City liaison to various committees such as Olde Canal Days Festival, Ohio and Erie Canalway Coalition, Stark Parks, Visit Canton, OPRA etc.
  • Committee secretary for Olde Canal Days Festival.
  • Establishes program priorities for a variety of activities, services and
    special events.
  • Analyzes staff needs and develops recommendations for effective staffing.
  • Establishes, reviews and upgrades employee standards and guidelines
    concerning customer service and public program information.
  • Assures programs and facilities are adequately planned for safety and
    benefit of the community.
  • Prepares necessary reports on departmental activities and programs for
    the Parks and Recreation Board and City Administration.
  • Creates marketing material in the form of flyers, posters, social media posts and news releases which publicizes programs and activities available to the general public.
  • Maintains or directs the maintenance of a variety of records, including
    personnel, program, visitor use, public canal boat ticket sales, volunteer
    records, program files and departmental photos.
  • Manages expenditures of departmental funds, calculates cost estimates
    and plans for various projects.
  • Recommends pricing structures for services, sales, special events, and other programs.
  • Supervises and coordinates work of assigned personnel; recruits,
    interviews, recommends hires, trains and recognizes staff and volunteers.
  • Communicates program goals and objectives.
  • Responsible for approving timesheets for canal boat and canalway center staff.
  • Oversees daily revenue for canal boat and canalway center.
  • Seeks out financial gifts, grants, and other revenue sources for
    departmental projects and programs as available.
  • Establishes and maintains partnerships with organizations, businesses,
    outside agencies for collaborative efforts on mutual projects and missions.
  • Plans, organizes, implements and evaluates recreational programs and events for the community and canal boat including Daddy Daughter Dance, Mother Son Superhero Dance, Community Egg Hunt, Shakespeare in the Park, Community Camp out, Movies in the Park, Themed Dinner Cruises, Trunk or Treat, Concerts, and Christmas on the Canal.
  • Communicates with various city departments for permits and street closings.
  • Coordinates outside vendors for various city events.
  • Cooperates with other staff members, community organizations, and the
    public in the operation and implementation of the facilities and programs.
  • Works and collaborates with various formal and informal groups to
    develop programs and services; attends meetings, presents research and
    data, provides recommendations and potential solutions to problems.
  • Assists Parks & Recreation Board in program development up to and including implementation as the City Manager deems feasible.

Additional Examples of Work Performed:

  • Coordinates support for special events from other City Departments.
  • Coordinates with Parks & Recreation Board concerning the planning and use of park space.
  • Staffs community special events as necessary.
  • Attends speaking engagements to benefit the City.
  • Attends staff meetings, trainings and maintains professional memberships
    related to the profession.
  • Maintains open and frequent communications with the City Manager on
    programs, personnel and facility issues.

Desirable Knowledge, Skills and Abilities:

  • Ability to establish and maintain effective working relationships with City
    officials, fellow employees, other City employees, and the general public.
  • Ability to plan, schedule, direct, and coordinate the work and operations of
    the Parks and Recreation Department and other projects as assigned.
  • Comprehensive knowledge of the objectives and principles of public administration, recreation and activity/event planning and management.
  • Ability to balance numerous tasks at any given time.
  • Skill in dealing respectfully and courteously with the general public.
  • Ability to handle confidential information including personnel information
    and litigation material.
  • Ability to work under the direction of the City Manager.

Desirable Training and Experience:

  • Graduation from an accredited college or university with a degree in
    recreation administration or a related field, supplemented by progressive
    responsible experience in the field; or any combination of training and
    experience which provides the desired knowledge, skill and abilities.
  • Designation as a Certified Park and Recreation Professional (CPRP) is
  • Certification in CPR & First Aid.
  • Experience and demonstrated skills in public administration, planning
    development, board and government relations.

Necessary Special Requirements:

  • Possession of, or ability to obtain promptly, a valid Ohio Driver’s License as required.
  • Ability to work other than the normal working hours as needed.
